Parakeets imitate sounds around them. Some take longer than others to pickup regular sounds whist others dont
Some top hats are higher than the others because of the different designs employed.

Not everybody's hearing is the same, some people hear slightly higher tone than others some lower, some have good pitch some have perfect pitch while others are deaf. Asking what a dog whistle sounds like to humans is like asking a person what chicken tastes like. There is only one way to find out purchase one get someone else to blow it and that is what it sounds like "To You". To take this a bit further ask someone else to blow it as well it may well be that two different people make two different sounds.
