It is because there is an equal amount of positive and negative charge to produce a neutral charge. Just the presence of neutrons does not make the atom neutral.

An atom will lose its neutral charge if it loses or gains electrons and becomes an ion

Atoms have no charge because the number of protons is equal to the number of electrons.

Protons are positively charged, while electrons are negatively charged. An equal number of protons and electrons means the charge is cancelled out.

Example: In Hydrogen the number of protons is 1 so therefore the number of electrons is also 1.

An atom, by definition, has an equal number of protons, which contribute a (+1) charge and electrons, which contribute a (-1) charge. These negate one another, to give the entire atom a charge of 0.

If one adds or removes electrons, the atom becomes an ion by definition and has a positive or negative charge based on whether there are more or fewer electrons than protons.

If on alters the number of protons, an atom of a different element is formed.
