I'm not sure that the figure I've seen WAS a ghost but it was pretty much scary anyway. I think I've seen a ghost of the woman on the road, where lots of car accidents took place.
The reason why the most of us are scared is that noone could explain this phenomena to us and this is the human nature - being scared of the unknown. We don't know why are these creatures here and what they want. Are they good or are they bad? No idea.
