Optical illusion
That only happens when you view a recording of a car moving. The frame rate of the video capture device or camera creates that illusion half the time. This is because the next frame at any particular time moved more than halfway around, or more accurately the angular position of the wheel at the next frame appears to have traveled more than halfway around in the forward direction, in effect making the brain think that if moved backwards less than halfway around. You might notice that this does not happen when you view the car live. It only happens on TV, videos and movies.

When the front of the vehicle attempts to rise, more of the vehicle's weight is transferred to the rear wheels, and the rear thus sinks a little.
Braking in a moving vehicle decreases acceleration by reducing the speed of the vehicle. When the brakes are applied, friction between the brake pads and the wheels slows down the vehicle, causing a decrease in acceleration.
During hard braking, inertia would cause the weight of the vehicle to shift forward towards the front wheels. This is because the momentum of the vehicle is being slowed down, leading to a weight transfer from the rear wheels to the front wheels.

Unless a brake is engaged, the wheels on a car in neutral can rotate backwards. If the car is in gear, wheels attached to the power train probably will only rotate backwards if the car is in reverse gear. If it is in forward gear or "park" they should not rotate backwards. Wheels not connected to the power train should be able to rotate either direction.

A vehicle moves forward when in drive due to the transmission transferring power from the engine to the wheels. Possible causes for a vehicle not moving forward in drive could include low transmission fluid, a faulty transmission solenoid, a defective torque converter, or a worn-out clutch (for manual transmissions).
You are Supposed to be able to do that easily. Oil the wheels. What is keeping it from moving backwards? Look fer it!
