Gravity, air and ground friction on the axis in touch with the ground (no matter how little friction there appears to be) will eventually bring the wheel or top to a stop.
Because of the friction between the surface the wheels are going against and the
wheels. It is basic physics that something in motion will stop being in motion unless
another force is acted upon it that keeps it going, which is why the wheels would
stop spinning without being touched. There would be no force acting on the
wheels that would keep them going.

Answer #2:
I've preserved the first answer because it's such a succinct and pristine statement
of the universal misconceptions that gripped the entire human race and prevented
any valid understanding of the workings of Nature until barely 500 years ago.
-- It is basic Physics that something in motion continues in uniform motion unless
another force acts upon it to stop it.
-- A wheel spinning, even without any contact to anything on the rim, eventually
stops spinning because of the energy lost to friction where the hub meets the axle,
and the energy lost to friction where air rubs against the rim.
-- NO force is required to keep anything going, and when there is NO force on a
moving object, it keeps going.
Because of this little thing we call friction. The table and air are rubbing aganist it. If you have not taken 4th grade acience yet you will learn why. If you hve you have already learned it

Friction.
The two wheels on the bicycle act as gyroscopes, so their spinning is what keeps them upright. While the wheels are not spinning the gyroscopic force is not there, so, of course, it falls over just as a pyramid placed on its tip would.
Water?
It is powered by water wheels that help the thread move and spin through
due to friction.
They need wheels so they can land and take off.
