The air inside the balloon is the same density as the air outside. The balloon material itself is heavier than air, which causes the balloon to sink. If you decrease the density of the trapped air, such as by heating it or replacing it with hydrogen or helium, the balloon may become even lighter than the balloon material and an equal volume of normal air, in which case the balloon will float or rise.

Helium is less dense than the composition of air and therefore rises, so helium balloons float. A normal balloon is filled with the same air that makes up our atmosphere. This, coupled with the weight of the rubber the balloon is made of makes the balloon sink to the ground.
