Energy in the form of heat flows from a source through a heat engine (such as a steam turbine or an internal combustion engine), producing mechanical energy, and exiting as low quality thermal energy that cannot be used and is lost to the environment. Obviously the energy produced by the fuel is spent and the fuel is destroyed in the process. The low quality energy lost to the environment can't be used to reconstitute the fuel, so a cycle is not possible. Similarly with nuclear power, once the U235 nucleus is split, you can't put it together again. Some of the energy is usefully used, and some is lost to the environment.
One form of 'recyclable' energy is hydro power, in that the water used eventually returns to the reservoir in new rainfall, but this uses an external source of energy, the sun, to replenish the water used. Similarly for biomass, provided you replant enough crop to replace what has been burned, the process can continue, making use of the sun's energy to regrow the supply of fuel. In these processes though you are not actually recycling the energy, you are using an external source of energy to renew the fuel. So you should not call this recyclable energy, it is renewable energy.
