Frayed cables can be highly dangerous. If they are weight bearing cables, the fray can cause a loss of integrity and failure of the cable. The fray itself can cause punctures and lacerations. the outer insulation is used for keeping things like water and even your own hands away from the live wire inside, so if the outer layer were to split and water or yourself came in contact with it you would be electrocuted by about 230 volts
