Well ... it's not. If hair were a good conductor of heat, it would make a lousy insulator for the body - which is one of it's primary functions.

Consider outdoor dogs and cats during the winter ... their fur thickens to retain body heat as much as possible.

It does conduct "some" heat - but not very much.
