It depends what heels you mean, high heels, or actuall heels on the back of your feet? If you mean high heels, try some high street stores lots of shops have them :)

A cream colored top, silk or polyester, would go fine with black, whether dress shorts or dress pants or a skirt. Heels are optional; any dress shoes would be acceptable. The "optional" would depend on how high the heels are and how experienced the wearer is with extra high heels. It's not worth breaking one's neck to be the wearer of stiletto heels. Females with wide (medium) width feet do much better with high heels. Those with narrow feet usually do better to stick with lower heels.
