The L is not always capitalized but it is recommended. It can be written as simply ml though it is more common to see and write mL due to a capital L being more decipherable in printed handwriting.

The L in mL stands for litres. A capital L is the correct unit for litres, therefore, when millilitres is shortened, the L written as a capital. However, it is okay to write as ml.

The lowercase "m" indicates "milli" or 1/1000th. An uppercase "M" would signify "mega" which is 1,000. As you can see, they are not the same.
