There is no pressure in a vacuum, a vacuum is the absence of anything, there is nothing there to push. Air from a pressurized space that becomes open to a vacuum may push you into the vacuum, but the vacuum itself does nothing as it is literally nothing.

Just pull off the old vacuum hose, cut an appropriate length of the correct sized replacement hose and push it on. If you can't find, or get, the right sized vacuum hose, windshield washer hose is often an acceptable replacement. BTW, it is totally acceptable to replace those hard plastic vacuum lines with rubber vacuum or washer hose.
On a vehicle equipped with power brakes the answer is yes. The P/B booster works on vacuum, so if the leak were severe enough it would make the brake pedal be very hard to push. Other than that, as vacuum leak would have no effect on braking.
