It really depends on the calendar used. For example, the Jewish calendar has some years with 13 months. The designers of this calendar have made an effort to adapt it to both the solar and the lunar cycles. However, the internationally accepted civil calendar (the Gregorian calendar) has twelve months every year because this is less disruptive; dates for holidays, etc., don't move around nearly as much.
