Well, some materials conduct electricity because of its density.. or how close together their molecules are that form the object. What EXACTLY the substance is made of is a big part of it as well. It depends on how easy electricity can move through the molecules.

elctrical conduction in materials is due to the free electrons ( electrons which are not bound to any nucleus) present in the material. The availability of free electrons depends upon the forbidden energy gap and also the temperature conditions. This is the reason that metals have very high electrical conductivy and insulators have very low conductivity.
