Not necessarily. Density is an inherent property of a given material and does not depend on mass. An object with a low density but a large volume can have more mass than a smaller volume of something denser. If you have a 1 gram pebble of basalt and a 1 tonne boulder of granite, the basalt pebble will still be denser.

That said, if two rocks have the same volume, the one with the greatest mass will be the densest.
