An echo is a sound that bounces back to you after reflecting off a surface.
An echo is the reflection of sound waves off a surface back to the listener, resulting in a delayed repetition of the original sound. For example, if you shout in a large canyon, you may hear your voice echoing off the walls.
You would expect to hear an echo in places that have hard and flat surfaces such as canyons, mountains, empty rooms, or hallways. Sound waves bounce off these surfaces and return to the listener after a slight delay, creating the echo effect.
It sure can, and they always do. What we call the "reverb" in a 'live' room or concert hall is the result of sound echoing all over the place, between the walls, the floor, the ceiling, the stage, and even the people, until it finally dies out.
Echo
Echo was not a goddess but a nymph. Nymphs are famous for not wearing anything at all.
When you say something loud in a mountain range your voice travels until it reaches the side of a mountain or hill and sometimes your voice bounces off which can cause or create an echo!
Echo did not have any known powers. She could only echo what people said because of Hera's curse on her, but that is not a special power.
The name of the nymph who answered back in Greek mythology is Echo. She was a mountain nymph or Oread. When Echo would distract Hera, so that Zeus could consort with other nymphs, Hera punished her by taking away her voice. After that she was only able to echo others.

You may be referring to Echo. Sometimes the young and beautiful Nymph, Echo would distract and amuse Zeus' wife Hera with long and entertaining stories, while Zeus took advantage of the moment to ravish the other mountain nymphs. When Hera discovered the trickery she punished the talkative Echo by taking away her voice, except in foolish repetition of another's shouted words. So, all Echo could do was repeat the voice of another.
