I assume you mean obstruct? In no circumstances would I advise a client to cut a neighbors tree-it could be considered criminal damage and trespassing, which would be a felony in most states. I would advise you open a friendly communications with your neighbor regarding the obstruction and seek co-operation rather than legal remedy. Why? Because you have very few legal rights to a 'view'. It is possible to argue that a tree can become obtrusive i.e. the branches over-hang on to your property or totally obscure a property or become dangerous to your property but it doesn't appear to be the case here. Plant all trees, especially globe willows, barely within your property line and in a place which effectively blocks your neighbors view of everything. Globe willows are fast growing.
