Tulip bulbs should be planted about 6 to 8 inches deep in the soil.
Gladiolus bulbs will not right themselves when planted upside down, as some bulbs do. They must be dug up and planted with the pointed end towards the top of the soil.
If the tulip flowered in the spring the leaves should have died down naturally therefore leave them alone as they are next springs shoots.

When planting garlic cloves in the fall (the proper time to do it), they should be planted 2 to 2 1/2 inches deep, base down. Cover and tamp down. When planted in the spring (which will result in smaller bulbs at harvest) they should be planted just below the surface. Keep well weeded - garlic hates competing with weeds. And plant only large cloves, if you want good-sized heads. Small cloves make small heads.

Depends on the temperature and how deep they were planted and if they got enough moisture. The ones I planted took 14-21 days to pop up above the ground. I planted them 3-4 inches deep. DO NOT weed the area during this time because the baby glads look like stray grass weeds. Be sure to plant them with the proper side up. What looks like root can be a sprout and some people plant them upside down. You can try placing the bulbs in a tray of shallow water and let them sprout new green growth and then plant them in the ground, green growth upwards.
The side with the point should be planted facing upwards on a bleeding heart bulb. If the bulb is planted upside down, it will still come up, but will take a little longer.
