I just got it by replaying as another player to where Rupert gives the clue to playing this board. You must have All the saves turned to gold AND A FLOWER IN EVERY ONE of the baskets. I get flowers in all the baskets at the same time, and once the baskets were full I finished turning the rest of the square-foot gold. Beware though, if you let a second flower fall on top of a full basket, both flowers will shatter and then you will have to refill the basket without emptying any of the others in the process.
