Most trees are dormant in winter so do not require artificial watering. The only time trees require watering is for about a year after transplanting.
when a person thinks of a willow tree it can mean 2 things .... 1. it is spring and there is sunny weather so the willow symbolizes happiness and is normally a romantic setting 2. But when the weather is dark and moody the willow tree symbolizes weeping and sadness this normally only occurs when something tragic has happened. if you need an example of this then i think you should read the poem by Albert Tennyson "the lady of shallot"
