Soil is a combination of solid mineral particles and organic matter, and the pore space between the particles. The poor space is filled with water and air.

Different soils have different amounts of pore space, and this means that the weight of a liter of soil varies with the different amounts of pore space a soil might have.

Assuming a loam soil with a bulk density of 1.4 grams/cubic centimeter (this is a typical bulk density for a loam):

1.4g/cc x 1000cc/L = 1400g/L

25L x 1400g/L = 35000g = 35Kg
