Color TV came in while Eisenhower was President so he would have been the first to appear on color TV.
The color of the television has nothing to do with the quality. The only advantage to having a white television over a black one would be that it is a sleeker look and would fit well with certain interior designs. Other than that, it shouldn't matter what color your television is as long as it works.
