Not sure who posted the above comment that they represent perfection. This very well could be true. Tattoo can always represent a wide vareity of thigns depending on the culture and etc. Perfection and beauty of course are often associated with many different flowers.
There is evidence to suggest though the the Hawaiian and even the Ancient Mayan cultures believed that the Plumeria flower and therefore the plumeria tattoo represented life. I added a link for more information below.

Depends entirely on the flower. Monocotyledonous flowers have floral parts in multiples of 3 - so they would have either 3, 6, 9 (etc.) petals. Dicotyledonous flowers have floral parts in multiples of 4 or 5 - so they could have 4, 8, 12, 16 (etc.), or 5, 10, 15 (etc.) petals.
