The treeline is the point above which trees do not grow on a particular mountain or group of mountains. Many mountains have bare summits, but many have large regions above the treeline where there is only rock, snow, and some plants such as lichens.
Trees make noise when it's windy due to the movement of their leaves and branches rubbing against each other creating a rustling sound. The sound becomes more pronounced in gusty winds as the movement of the branches intensifies.

Wellington is famous for its windiness. It is indeed, but it is not often called "the Windy City". Every time I've been there it has been called "Windy Wellington". For most people "the Windy City" is Chicago USA.
