Ideally, it's best to plant Dogwood start in very late winter, early spring: while the tree is still dormant and before it starts budding out leaves for the year. Really, though, any time of year is OK. Avoid super-hot days for any sort of planting as the heat could cause severe shock when combined with transplanting.

Specifically, dogwood blooms on old wood. The tree flowers before it leafs out. Such a plant needs to be fertilized after the bloom, to stimulate new woody growth. It therefore requires spreading, over the soil surface and within the drip line, fertilizer whose nitrogen/phosphorus/potassium ratios are 12-4-8 or 16-4-8.
