To prevent clover from spreading in your yard, you can regularly mow your lawn to keep it short, improve the health of your grass through proper watering and fertilizing, and manually remove clover patches as they appear. Additionally, you can use herbicides specifically designed to target clover.

You need to be able to PROVE that it was in your yard (photo, witnesses, etc.) before you can do anything.
You can prevent your neighbors' weeds from encroaching into your yard by installing a physical barrier like a fence or edging, regularly pulling out any weeds that do make their way into your yard, and maintaining a healthy lawn to outcompete the weeds.
I suppose that could happen if the wind caught it and blew it into your neighbors car.
