The tendons around/behind your knee caps might be inflamed. Icing them for about 20mins might help. But you should see a doctor if you have knee problems. There could be worse underlying problems to your pain such as: a torn ligament or meniscus
I know a scientific answer and babies start being able to start developing moveable knee caps but when they are born they have non active kneecaps they have active kneecaps between 2 and 4 that is why that babays start to walk at theese ages.
You can't stop them from hurting. If they hurt, then they don't fit right. You should try them on before you buy them and walk a step or two; if they hurt, don't buy them. I have peep-toe shoes that don't hurt, and didn't from the first---that's because I bought the right size.
