Not entirely, although this is ambiguous. Virgil lived before the Christian era, he was never exposed to Christianity, and thus God placed him in Limbo, with others who lived before Christ. Virgil was simply given the task of escorted Dante through the levels of Hell. Although Limbo is not entirely considered "Hell", it is in Hell proper, although there is chance for those in Limbo to be saved, and brought to purgatory when the final judgement comes.
