During a full moon, the sky is often clearer because the moon's bright light can make it more difficult to see clouds in the night sky. This doesn't mean there are no clouds present, but they may be less noticeable due to the moon's illumination.
It's because of the orbits. If you mean the size, the Moon NEVER changes in size or orbit distance that much. It's because your brain is fooling you and you compare the moons' size to other objects in the sky such as clouds and / or buildings.

If you mean the moons of the planet Jupiter- there are 67 moons in total. 53 of them have names. 14 do not (yet) have a name. That's a lot of moons- but Jupiter is a BIG planet.

The source of most of the moisture and water vapour that constitutes the clouds that bring rain (in continental regions) is the water vapour transpired by plants. Forests act as large transpiration zones and contribute greatly to the atmospheric moisture. In their absence, the water of the soil just seeps down or flows away and thus they cannot contribute to rain.
