"When all is said and done, more is said than done" is often attributed to Lou Holtz, NCAA coach. A version of this quote was seen earlier, in 1922 as indicated here:

"26 October 1922, Albuquerque (NM) Journal, "By the Way," pg. 10:

The more that's said and done in this country about preventing national strikes the more is said than done."

It means that generally people (often in groups such as politicians, or in boardroom meetings) make themselves feel as though they have achieved more than they really have, rather than actually putting into motion what they are saying.

Talk is easy..it is just words! Putting things in action is much harder and requires plans, organisation and forethought. Also when talk/plans are put into action someone has to be held accountable or take the blame if things go wrong, and no one wants to take accountability or be wrong. If things are only talked about, they are still just words, and no one is responsible for any outcomes or mistakes.

"When all is said is done' is often a figure of speech...eg. at the end of a preliminary meeting for a certain project everyone will shake hands and congratulate themselves and each other by saying 'Well that's all said and done!' when probably only half of whats been required has been spoken about and nothing yet has physically been done!
