In John Milton's "Paradise Lost," when Satan revives in Hell, he speaks to his fallen angels, who have been transformed into his followers. Satan addresses them to discuss their next course of action and to inspire them in their rebellion against God.

From Milton's point of view, I am almost certain that there is only one protagonist-- Christ. It's in the text. It's in the very first few lines, "til one greater Man/restored us" etc etc. Modern critics have offered all sorts of readings that named Man, Gabriel, even Satan as the protagonist. Blake for example, famously championed Satan as Milton's intended hero. Here's at least something to chew on: compare the debate in pandaemonium and the one held in Heaven, compare the way that Satan uses Beelzebub as his mouthpiece, and how Christ, out of his own volition decides to save mankind. How could a hero, or a protagonist, whose actions are supposed to drive a plot forward, let other people speak his mind for him? Hope this helps!
