The U.S. Constitution give states representatives to the U.S. House of representatives by population.
In states where representatives are elected at-large, all voters in the state can vote for all representatives. This differs from other methods where representatives are elected by specific districts within the state.
Washington State comprises of forty-nine districts, and each district elects two representatives and one senator. The Washington Legislature is bicameral, and has a lower House of Representatives, and upper State Senate.
Only two senators are allowed to go to Congress for each state. But representatives are based on the popularity of this state. For example, if New York has 200,000 people, it would have about 10 representatives or more.

In the Senate, each state gets 2 representatives. In the House of Representatives, the number of representatives per state is based on the population. This is determined from the census every ten years.
