I don't know what connection that not working has to the corrupting effects of power. If someone said this to you, you should ask them what they meant.

The expression is "Power corrupts, absolute power corrupts absolutely". It means that people who hold power sometimes believe that they can do what they want, that the rules don't apply to them. "Absolute power corrupts absolutely", means that when someone has complete control, like a dictator, the chance that they are not corrupt in some way is almost impossible.

I don't think that this has anything to do with someone or something not working.
