If you're talking to other students, keep it short and sweet - but with a bit of depth/detail. Make it interesting, not long winded and boring. In my experience, people don't really listen to what you say that much.
I love telling jokes. Start with a joke. Tell lots of jokes. Keep them interested. Tell them who you are, what you like doing. Why do you want to be school captain and how could you make it totally awesome if you were?
If it's for the teachers, I'd be a little more formal and talk to them about how you can partner with them and make the school totally amazing.
In short, don't make it too long. Just maybe 3 short paragraphs max :) (In my opinion).
Say what you need to say. If it makes them think that you are the ideal choice- do it!

I would say it is more of a matter of time than paragraphs. I personally would aime for 2-3 minutes, 4 max. Read it out loud and time it, as you go.

It really depends. If you are doing a brief presentation, such as a talk in class, it will probably be short and to the point; if you are writing an editorial for a newspaper, it will also be short and to the point.
