If you're talking to other students, keep it short and sweet - but with a bit of depth/detail. Make it interesting, not long winded and boring. In my experience, people don't really listen to what you say that much.

I love telling jokes. Start with a joke. Tell lots of jokes. Keep them interested. Tell them who you are, what you like doing. Why do you want to be school captain and how could you make it totally awesome if you were?

If it's for the teachers, I'd be a little more formal and talk to them about how you can partner with them and make the school totally amazing.

In short, don't make it too long. Just maybe 3 short paragraphs max :) (In my opinion).

Say what you need to say. If it makes them think that you are the ideal choice- do it!

I would say it is more of a matter of time than paragraphs. I personally would aime for 2-3 minutes, 4 max. Read it out loud and time it, as you go.

It really depends. If you are doing a brief presentation, such as a talk in class, it will probably be short and to the point; if you are writing an editorial for a newspaper, it will also be short and to the point. But if you are a politician or a professional advocate for a cause, you may want to write your speech longer and give more examples, as you first introduce the issue, then give the reasons why the issue matters, and then close with a strong conclusion. A good persuasive speech should be adapted to the audience to whom you will give it (for example, a speech given to a room full of professors will be written differently from a speech given to a room full of teenagers); and a good persuasive speech will clearly make your case and leave the audience understanding the reason(s) why you gave it. Thus, there is no official rule about how many paragraphs-- it really does depend on the purpose of the speech. You don't want to write too many paragraphs, of course, because you might begin to repeat yourself or bore your audience. But be sure you have stated your viewpoint thoroughly, and in a way that makes the audience better understand the issue. As you become more comfortable writing and delivering persuasive speeches, you will know from experience what the right length is.
