It pretty much means literally what it says. It says that gaining power tends to break done ones moral fiber -- that a person who becomes powerful will do things that he would have refused to do when he lacked power.
The phrase that one often hears is "Power corrupts and absolute power corrupts
absolutely", which means that people who gain absolute power suffer a complete moral breakdown.
