Thus it is an activity of each individual citizen to be alert and to recognize a corrupted person or measure and act according to the situation in hand.

Be strong and stand up to it. Of course, this is much easier said than done. But you should at least try. If, however, you are already a corrupt low-life, go ahead and fill your boots. But consider this: what goes around, comes around. You will come unstuck one day.
