States are not corrupt. People are corrupt.
A corrupt state is a state in which corruption has reached the critical mass necessary to become self sustaining, A corrupt state is any state in which community leaders are dominated by persons who have secured an unfair advantage over local commerce through supporting candidates for public office who sustain their unfair advantage. Once in power, the corrupt leaders perpetuate control by funding campaigns against those who would bring reform.
Illinois has a history of political corruption, leading some to consider it one of the more corrupt states in the US. However, there are other states with similar challenges. Corruption exists in various forms across the country, and efforts to combat it are ongoing.
