Some programs and policies that may make leaders popular with their people include implementing social welfare programs, investing in infrastructure development, addressing corruption, promoting economic growth, and supporting education and healthcare initiatives. Additionally, leaders who prioritize transparency, inclusivity, and responsiveness to the needs of their citizens are more likely to gain popularity among the population.
Social policy models are frameworks that guide the development and implementation of social policies. The major models of social policy are the residual model, institutional model, and developmental model. The residual model emphasizes limited state intervention and relies on welfare programs as a last resort. The institutional model views welfare as a universal entitlement provided by the state. The developmental model focuses on social investment and prevention by addressing underlying economic and social factors.
Advantages of the Great Society include implementing important social programs like Medicare and Medicaid, increasing funding for education, and addressing poverty and civil rights issues. However, disadvantages include concerns about the expansion of government power, criticism of some programs for being costly and ineffective, and debates over the role of government in social welfare.
Several countries offer citizenship for sale through investment programs, including but not limited to Malta, Cyprus, St. Kitts and Nevis, Antigua and Barbuda, Grenada, and Dominica. These programs typically require a significant financial investment in the country in exchange for citizenship.
It is really all a matter of character. Some can and some can't. For some people the more wealth and power they acquire the more they want to help others or share their knowledge. Others tend to see that power as a personal right and becomes greedy and abusive.
In some instances entitlement programs work. When these programs help those who they were designed to help they work. When people take advantage of these programs and try to find a way around the rules, they do not work.
There are lots of entitlement programs, many of which are administered by the States.

There are numerous entitlement programs (none of which started under President Obama). Each has its own eligibility rules.
The definition of entitlement is the fact of having a right to something or the amount to which a person has a right. One example of an attitude of entitlement is when someone thinks that rules do not apply to them and they deserve special treatment. An entitlement is also a guarantee of access to something such as welfare benefits or other government programs.

One very obvious difference is the that entitlement programs are arranged by governments to financially assist individuals. Whereas, Pension programs are set up by employers for employee retirement plan options.
The US Constitution does not guarantee education as a right or entitlement. That has been added by statute and regulation.
There is a lot of debate about whether or not entitlement programs alleviate poverty or perpetuate it. These programs can alleviate poverty if they are used as they are designed. They should be used to offer help for hard times. If one works to better their education and their life while receiving help, they will be able to pull themselves out of poverty.
