This allows Congress to create a better understanding of particular topics and divide up the world. Each committee has a chairman, who dictates what will be talked about in the committees and the length it will be talked about. Committees have proved themselves useful, such as during the Investigation of the Money Trust in the early 19th century, which lead to the passing of several acts limiting interstate commerce and monopolies.
