As opposed to what? A three or four party system? A totalitarian dictatorship? A (true, pure ) Democracy is one in which each indivudual has an active say in how the population is governed. In is, in theory, self government. How any particular Democracy is structure will vary, but must operate in accordance to that principle.

A party that secures atleast 6% of the total votes in a Lok Sabha election or secures 4 seats in Assembly elections and wins 4 seats in Lok Sabha election is called as National party. At present we have 6 National parties in India eg. INC, BJP, BSP, CPI, CPI-M, NCP. While A party that secures 6% of the total votes in a state assembly election and wins at least 2 seats in Legislative assembly is known as Regional party.
