The gesture would almost certainly be seen as an implicit declaration of war, since the country performing the assassination made an express act on reducing the capabilities and power of another state, thus violently intruding on it's sovereignty (this would be a realist approach, of course, but liberal and constructivist approaches can be found as well). Although I don't think such an event is formalized in any code of law (of any country I know of) there is sort-of a precedent where the assassination of a head of state lead to war (and that's World War I).

Intelligence is not a measure of an entire country. Both China and America have highly intelligent individuals and excel in different areas. Comparing the intelligence of two countries as a whole is not meaningful.

So that if one location was attacked and the President was killed, then the Vice-President would still be alive and able to run the country.

Simple. The election will be held and will draw a new candidate. If you are saying all of the candidates are killed, the country will reform to parliament/ government control
