In 1982, the composition of pennies was changed from almost all copper, to almost all zinc, with a thin outer layer of copper.

If the coin blank does not get its outer copper layer, the zinc will remain exposed, and it will look just like one of the 1943 steel cents -- which are actually coated with zinc.
