It is against the Egyptian constitution for any religious gathering or party to rule Egypt. Accrordingly, even if people belonging to the Muslim Brotherhood govern Egypt, they will be subject to the Egyptian ruling system and subject to their own claimed religious Agenda. On the other hand, Muslim Brotherhood is not of so much popularity in Egypt to win enough majority to rule Egypt.

I don't think that will ever happen. At least not for as long as the biggest governments in the world need to hide many of their dealings in official secrets acts etc in order to be able to pay enormous amounts of taxpayers money for simple inexpensive items. Governments set an example to their people and when government become honest so will the people.
