It depends on the reason that they became refugees. If the refugees became refugees because there was a war, riot, etc. they wouldn't be able to live anywhere and would die. And if the reason they became refugees where because the government was gonna put them in jail the could just go to jail.

Even if you aren't, you would have a hard time, as for the duration of hostilities, both countries would round-up all enemy countries' nationals to prevent sabotage, spying or terrorism. That precisely happened to Japanese-Americans who lived in the US during WWII: 110,000 of them were forcefully sent to 'internment camps' for the duration of the war (See Executive Order 9066).

So it would deal with embassies and ambassadors and international organisations and creating trade agreements with countries and setting policies for all of these things. It would be involved in organising visits to other countries by their politicians and also visits from other countries by senior politicians and leaders. Third World countries usually escaped the consequences of the trade collapse.
