The Secretary of State. Arizona doesn't have a Lt. Governor but the constitution delegates this duty to the Secretary of State (along with the normal operation of that office).
If the Arizona governor cannot serve, the next in line to succeed them is the Secretary of State. If the Secretary of State is also unable to serve, the line of succession continues to the state treasurer and then to the president of the Arizona Senate. This ensures a continuity of leadership within the state's executive branch.
As of 2015, the Arizona Secretary of State was Michele Reagan. She took office on January 5, 2015, after winning the election in 2014. Reagan, a Republican, previously served in the Arizona State Senate and was involved in various legislative efforts during her political career.
