I believe no. They are influential in the sense that people idolize them and look up to them, but I'm pretty sure the government is run by Parliament. I may be wrong though considering I do not live in England.

We had a monarchy if you can call that a government. But besides that no. According to our Constitution we are still a monarchy though but we have a parlament and a primeminister running the country.

No. They are meant to be 'above' politics - today we might say 'outside' politics. That means they are unbiased judges, who do not stand to gain from the fortunes of any party or policy. Their function is to advise and to warn. The institution of monarchy is easy to ridicule. But many republics have seen the wisdom of restoring the monarchy.
Government machinery can't function without taxation. Taxation provide any government to collect funds to run their government affairs. The same applies to the government of Pakistan.
