It very much varies depending on the area you are in but predominatily votes are cast to local athorities and votes are summerised into one vote based on the majororty of votes (so if 5 people vote red, 3 vote blue and 11 vote yellow, it will be yellow) in your constitutional area (EG; States or Counties). the votes are now sent from the constitutional areas to the main authority (so if theres 30 areas there will be 30 votes) and the one with the majority wins...... unless (in the UK for example) they cannot obtain more than 50% of the votes then the Parliament is hung. meaning that either multiple partys will reign or in some very drastic cases a recount or revote will occur.
