Well it all depends on your goal. See if your goal is to become mayor. Then map out a plan to where you can reach your goal. You must be determined and well aquainted with the town.
A Mayor is usually the head of a local government such as a town, city or county. "Mayor of US" is meaningless.
The U.S. as a whole does not have a mayor, each city/town in each state does.

I am not a US citizen, but a mayor is usually the leader of a city or town. A states leader is a governor. At least that is my understanding. As of 2017, the current governor of California is Jerry Brown.
(1) you are a US Citizen, (2) you are a legal adult, and (3) you are a permanent resident of the entity you wish to become mayor of (that is, you are a resident of the city/town/etc. where you are running for mayor).

I do not think any city has a residence requirement, but you usually, if not always,have to live in the city and be a US citizen.
