When I personally use it, I will say it usually in an argument. A's side. B's side. Conclusion - start it with in any case. Basically, when you are summarising. e.g. Although Mr. Jenkins thought that they were a bunch of hooligans the children disagreed. In any case it is obvious it is an argument with many view points.
