A white paper is a Bill, after the first reading of the law making process.
A Bill is a law which has not been signed off as an actual law, in effect, it is just a proposal. The proposal goes through various stages to become a law, the stages are as follows:
House of Commons-
Draft,
First reading,
Second reading,
Committee stage,
Report stage,
Third reading.
Then the process is repeated in the House of Lords, during the first reading in the Commons, the Bill is called a green paper, as it cannot be amended or stopped. After the first reading the Bill can officially be called a white paper.
The purpose of the first parliamentary convention was for the leaders of the six Australian colonies to meet to discuss a federation bill and the terms and development of the new constitution. After not being accepted by the states the first time, the amended Commonwealth Constitution was given Royal Assent on 9 July 1900.
