A white paper is a Bill, after the first reading of the law making process.

A Bill is a law which has not been signed off as an actual law, in effect, it is just a proposal. The proposal goes through various stages to become a law, the stages are as follows:
House of Commons-

Draft,
First reading,
Second reading,
Committee stage,
Report stage,
Third reading.

Then the process is repeated in the House of Lords, during the first reading in the Commons, the Bill is called a green paper, as it cannot be amended or stopped. After the first reading the Bill can officially be called a white paper.

Additionally, the subsequent development of political parties and the Glorious Revolution of 1688 further solidified parliamentary supremacy, ultimately leading to the Bill of Rights in 1689, which restricted royal authority and affirmed parliamentary sovereignty.
